On the 23rd. November 1899, a Bill entitled" the New Territories Land Court Ordinance" was read a first time, and on 30th.November, 1899; it was read a second time after being published in the Gazette of 25th. November 1899. It was then referred to the Standing Low Committee, consisting of the Acting Attorney General as Chairman, and Messrs. Keswick,
Belilios, Ho Kai, and Wei A Yuk as other members.
The Standing Lw Committee had suggested a good
many amendments, and at that point I resumed office e8 Attorney
General, having been acting for 10 months as Chief Justice
during the absence of Sir John Carrington.
I at once considered the Bill and had a Print
of it struck off with the amendments embodied, so that we might
conveniently see the effect of the amendments with some others
I thought, desirable to submit to the Law Committee. Accordingly,
the Law Committee again met, but unfortunately Mr. Keswick,being
indisposed, was unable to attend.

The amendments in the amended edition of the
approved, with 2 slight further amendments, sug-
gested, and I had a further print of the Bill containing the
whole of the amendments, struck off, so that Honourable Members
of Council might be able to see what the effect of all the
proposed amendments might be when incorporated in the Bill.
I then reported to the Council as Chairman of
